Associate General Counsel & Director of Financial Regulatory Policy

Phillip L. Carson serves as associate general counsel and director of financial regulatory policy for the American Insurance Association. He monitors regulatory, legislative, and industry developments at the state, federal, and international levels in the areas of solvency, financial reporting, and accounting, with particular focus on their impact on property-casualty insurance sector. He also leads AIA’s financial team, which acts as a technical resource for member companies and government affairs staff in a variety of areas, including corporate governance and enterprise risk management. Mr. Carson is responsible for maintaining relationships with key regulatory and professional constituencies, such as the Securities & Exchange Commission, the Financial Accounting Standards Board, the International Association of Insurance Supervisors, the National Association of Insurance Commissioners, and the American Institute of Certified Public Accountants. Mr. Carson provides staff leadership to AIA’s Financial Management Issues Committee and OFAC subcommittee and is also a key member of AIA’s international team.       

Prior to joining AIA in 2003, Mr. Carson held positions in accounting, tax, and law. He has served as a financial auditor with Deloitte, a tax consultant with Arthur Andersen, and securities counsel in United Airlines’ law department. He was first introduced to the insurance industry while working at Allstate Insurance Company. He has also taught various accounting courses at Northwestern University and Loyola University of Chicago.

Mr. Carson received his Master of Accountancy and Juris Doctor degrees from the University of Georgia. He is an attorney and a CPA.
